Building Operations Division Manager

Description:

Directs the day-to-day operations staff for custodial, move, grounds keeping services, warehouse operations, buildings services contract management, and Department vehicle fleet. Directs building operations activities through supervisors. Plans, develops and implements new methods and procedures designed to improve building services operations.

DISTINGUISHING CHARACTERISTICS:

This is a job classification within the Management job family. Incumbents in this classification are responsible for directing the operations and staff engaged in custodial services, move services, grounds keeping and warehouse functions and service contracts management. This classification is distinguished from other building maintenance and operations classes due to functioning as the highest-level manager in this program area and reporting to the department head. Has broad scope of operational and staff responsibility and directs through supervisors.

  • Directs subordinate managers and staff, including hiring, training, performance evaluation, disciplinary actions and dismissals, ensuring activities are consistent with policies, procedures, laws, regulations, goals and objectives. Creates opportunities for improved performance, learning and development of staff. Identifies and addresses problems or conflicts.
  • Implements inspections and assessments of buildings and facilities for custodial and grounds maintenance requirements. Coordinates and manages utilization of vendors and contractors. Manages inventory and purchases materials for grounds keeping, move services and custodial supplies as needed.
  • Manages service contracts related to building services functions.
  • Develops, recommends and maintains long-range planning for staff and buildings related to building operations. Works closely with other staff in the department to ensure services requirements are included in new and renovation projects.
  • Plans, develops and oversees implementation of new methods and procedures designed to improve building services, minimize operating costs and effect greater utilization of labor and materials.
  • Ensures the safety of staff through training and updating of policies and procedures as new equipment, supplies and materials become available for custodial, move, grounds keeping services and warehouse operations. ? Develops, prepares and administers the annual budget for the Building Operations division. Directs ongoing administration of approved budget and oversees expenditures.
  • Directs, plans and schedules department warehouse operations.
  • Manages the department vehicle fleet, represents department on County wide vehicle oversight group, coordinates scheduled vehicle preventive maintenance and repairs and vehicle replacement procurement through established process. ? Coordinates building operations services to ensure County compliance with Federal, state and local subdivisions conservation, environmental and water quality standards.
  • Directs departmental efforts in support of recycling programs and green cleaning initiatives.
  • Performs other job-related duties as assigned.
Education and Experience:
Bachelor's degree in business administration or related field AND ten (10) years increasingly responsible facilities operations experience, including four (4) years mid- to senior level supervisory management experience.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.
Must pass a criminal background check for CJIS clearance.
Applicants are required to successfully pass the background investigation, including fingerprint clearance.

  • Manage time well, perform multiple tasks and organize diverse activities.
  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public.
Physical requirements include the ability to lift/carry up to 35 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals, foul odors, animal and human fecal matter, insects and rodents.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours: This job classification may require you to work a flexible schedule, M-F, including AM, PM, and Overnight shifts to meet the needs of Travis County. May work some holidays, some nights, some weekends
