This role ensures compliance with local, state, and federal laws, company policies, and industry standards. The analyst serves as the primary point of contact for joint use management, which includes joint use agreements, applications for pole attachment, permits, cost recovery of the program, and general project coordination to promote safe, efficient, and equitable use of City resourcesApplicants are required to attach a resume.ESSENTIAL FUNCTIONS:* Responsible for developing and implementing the Joint Use Program for the electric utility.* Manage the application, permitting, and review process for third-party pole attachments and joint use agreements.* Coordinate with internal departments, contractors, and attaching entities to ensure compliance with City standards, policies, and regulations.* Conduct inspections of new attachments and facilitate the replacement of facilities as necessary.* Monitor and enforce contract terms, safety guidelines, and operational requirements related to joint use activities.* Develop and maintain accurate records, workflows, and reports using software tools such as GIS and Microsoft Office* Administer all activity and troubleshoot issues within the joint use portal for pole attachment applications.* Create and review make-ready make ready engineering designs* Support rate development, invoicing, and payment processing for third-party use of City assets.* Prepare cost estimates, reports, and recommendations for updates to joint use agreements and construction standards.* Assist in scheduling and prioritizing efforts where make-ready construction and design is necessary.* Resolve customer and stakeholder issues related to joint use facilities, maintaining strong relationships with attaching entities.* Provide administrative and technical support for joint use projects, including data analysis and reporting.* Stay current with advancements in technology, regulatory changes, and best practices for joint use management.* Coordinate with any contractor-related activity dedicated to the joint-use program* Facilitating joint-use agreements between the City and attachers.* Other duties as assigned.MINIMUM QUALIFICATIONS:Education, Training and Experience GuidelinesBachelor's degree in Engineering, Business Administration, or a related field preferred. One (1) year of relevant work experience in utility operations, joint use coordination, telecom, or a related field preferred. One (1) year of relevant work experience in electrical designKnowledge and Skills:Required* Strong understanding of utility operations, joint use agreements, and applicable regulations.* Proficiency in software tools such as GIS, SharePoint, and Microsoft Office (Excel, Word, Access, Outlook).* Excellent communication and project management skills.* Ability to analyze data, prepare reports, and develop solutions for operational challenges.* Strong organizational skills with the ability to manage multiple tasks and deadlines.Preferred* Proficient in Design/Staking Software.* Knowledge of electric distribution utility standards and practices.* Experience with electric system modeling and analysis software.* Knowledge of electrical transmission and distribution terminology and theory of operations.LICENSES AND CERTIFICATION REQUIREMENTSValid Class "C" Texas driver's license required.
