Director of District Operations

Description:

Assists in directing, managing and implementing Texas Department of Transportation (TxDOT) district operations to include
policies, programs and operating strategies in a manner consistent with federal and state laws and regulations and directives
issued by the Commission. Reports directly to the Chief Engineer. Assists in overseeing and coordinating urban and rural district
operations to ensure the Department operates in an efficient and effective manner. Recommends policy, procedures, staffing and
funding required to execute agency programs. Work requires extensive travel and extensive contact with high-level executives,
governmental officials and private entities. Employees at this level perform work at the highest level of discretion and
independent judgment and are responsible for final outcome.

Essential Duties:

  • As directed, represents the agency before the Legislature and the Legislative Budget Board.
  • As directed, represents the agency with international, federal, state and private entities and the general public to exchange information, address concerns, coordinate activities and comply with laws and regulations.
  • Assists in developing recommendations to be submitted with the Commission's biennial report of their work to the Governor and the Legislature.
  • Assists in directing the long-range and short-range planning process for the metro, urban and rural districts; establishes overall operating objectives and directs district executive managers in achievement of Department goals.
  • Directs and reviews the performance of Metro, Urban and Rural District Engineers in support of the operations of the Department.
  • Executes special assignments as directed.
  • Provides information for formulating plans and policies for the location, construction and maintenance of a comprehensive highway system and for other public transportation needs.
  • Provides information on technical merits of programs, appropriation of resources, transportation issues and agency programs and policies.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in an Engineering.

Experience:

    • 8 years in engineering management in the transportation field. (Experience can be satisfied by fulltime or prorated parttime equivalent).
    • Must have 5 years management experience, which includes at least three years in an executive or senior management position.

Licenses and Certifications:

    • Valid driver's license. This position requires driving a state vehicle.
    • Licensed Professional Engineer.*

*Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • District operations including planning, design, construction, maintenance and operation of transportation systems.

  • Interpreting and analyzing legislation, rules, and regulations
  • Collaborating and cooperating with others to build effective working relationships with internal and external members to accomplish organizational goals
  • Supervising professional and technical staff, establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks

Physical Requirements:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
