The Texas General Land Office is seeking a Manager VII ( Engineering Manager ) within the Information Technology Services Department of the agency.
The ( Engineering Manager ) performs highly advanced (senior-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
The Engineering Manager is a key leadership role responsible for managing the day-to-day execution of enterprise application development and modernization efforts within a designated engineering team. This position performs advanced managerial work and supports the agency's strategic goals by delivering high-quality, secure, and user-centered software solutions.
This role contributes to the development and implementation of engineering strategies that promote scalability, maintainability, and technical excellence across the agency's application ecosystem. The Engineering Manager helps align software development practices with broader business priorities while supporting innovation and agile delivery within their team.
Key responsibilities include applying architecture standards, contributing to the agency's application modernization goals, and supporting the optimization of the software development lifecycle. The Engineering Manager plays an important role in upholding engineering governance, promoting modern development frameworks, and aligning technical execution with enterprise architecture direction. What Your Contributions to the GLO Will be:
· Drive day-to-day execution and long-term modernization of enterprise applications using modern, cloud-native, API-first, and event-driven architectures. Influence product architecture and roadmap by aligning technical decisions with business objectives and user needs.
· Implement and uphold technical standards, coding practices, and architectural patterns (e.g., API-first, modular design, cloud-native). Support compliance of agency developer tools, frameworks, architecture patterns to ensure code consistency, reusability, and security.
· Supervise, coach, and support engineers on the team. Provide regular feedback, promote continuous learning, and foster a collaborative team culture rooted in engineering excellence and agile methodologies. Oversee performance management and professional development focused on technical growth and product ownership
· Partner closely with product teams, technical stakeholders, business stakeholders, and IT counterparts to translate requirements into technical solutions and engineering plans. Participate in planning, estimation, and execution activities to ensure successful delivery of engineering deliverables using engineering SDLC practices.
· Identify opportunities to improve engineering workflows, enable automation, and adopt emerging tools or methodologies. Contribute to the agency's long-term modernization and digital service goals through practical, hands-on leadership.
· Implement and enforce engineering practices aligned to agency policy and enterprise standards to ensure solutions meet architecture, cybersecurity, accessibility, and data privacy compliance frameworks relevant to public sector environments.
Minimum Qualifications:
· Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.
· A minimum of 7 years of progressive professional experience in software engineering, technical product development, or enterprise application delivery, including 3+ years in a team leadership or managerial role.
· • This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

· Demonstrated experience in government or commercial technology environments, contributing to product direction through technical leadership.
· Experience balancing mission-driven goals with modern technical execution to ensure product outcomes align with business objectives and user needs.
· Demonstrated application of compliance frameworks (e.g., accessibility, cybersecurity, data privacy) within product development processes and strategy.
· Experience leading engineering teams in building and modernizing enterprise applications, integrating new solutions with legacy systems while driving innovation.
· Experience managing the software development lifecycle (SDLC) in regulated environments or large-scale commercial product delivery.
· Experience delivering scalable, secure, and high-performing solutions using cloud-native and hybrid architectures.
· Experience leveraging low-code/no-code platforms to support case management or internal tools as part of broader solution design.
· Experience hiring, developing, and leading high-performing, multidisciplinary teams focused on engineering excellence and product delivery.
· Demonstrated experience overseeing both individual contributors and team leads, including adapting team structure as product needs evolve.
