Accounts Examiner III: $4600.00
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need. Hybrid schedule.
Qualifications:
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university with a bachelor's degree.
• Experience: Two (2) years of experience analyzing and researching accounts.
Preferred Qualifications
• Education: Graduation from an accredited four-year college or university with a finance, accounting or other business-related degree.
• Experience:
o Analyzing and researching taxpayer accounts
o Tax processing systems including AWM and CICS
o Sales tax processing
o Franchise Tax
Substitutions: One additional year of experience in analyzing and researching accounts may substitute for 30 semester hours of the required education, with a maximum of 120 semester hours (four years).
In this role you will:
Researches and analyzes taxpayer activities and conducts tax compliance examinations.
• Researches and analyzes taxpayer activities for a wide variety of industries and entity types to determine legal structure, products or services provided, physical and/or economic presence, and applicable taxes to bring the taxpayer into compliance for the past lookback period.
• Examines and evaluates programs, policies, documents and/or contracts to ensure conformity with laws, rules and regulations for all taxes administered by the Texas Comptroller's office.
• Review and research higher dollar asset purchases to ensure compliance with Texas tax statutes.
• Reviews and analyzes tax reports, documentation, and payments to determine accuracy of computations, proper tax rates, and updates accounts with any necessary changes. Examines taxpayer accounts to determine appropriate and complete action, ensuring proper transactions are entered to the tax processing systems.
• Establishes examination period as required by division policy. Performs sampling techniques and tests the reliability and validity of the data.
• Research prior audits, taxability rulings, tax statutes, tax rules and other resources to make taxability and nexus decisions.
• May testify before courts of jurisdiction and administrative hearings.

Prioritizes, plans, and organizes assigned inventory in a manner that will optimize efficiency.
• Monitors and reviews assignments and prioritizes workload to optimize efficiency in accordance with section policies and procedures.
• Plans available time to complete assigned tasks efficiently. Is dependable, meets deadlines and produces high-quality work.
• Is receptive to constructive feedback and adjusts work behavior based on feedback. Is responsive to inquiries and assignments in a timely manner, regardless of the requestor's status.
Pursues and analyzes essential documentation and/or data from taxpayer and other sources, prepares and presents examination results, initiates necessary maintenance, and provides assistance and guidance to taxpayers.
• Pursues and analyzes documentation, tax returns, data, and information for appropriate review period.
• Conducts telephone/virtual conferences with taxpayers to discuss taxpayer's activities and what is needed to bring taxpayer into compliance and advises taxpayer/authorized representative of requirements, final determinations, liabilities, overpayments, penalties, and rights to administrative hearings.
• Calculates assessments/estimates, prepares and presents examination results, documentation supporting findings, and examination packages.
• Conducts pos-processing reviews and activities and provides post-examination support. Prepares and presents written and/or oral reports.
• Responds professionally to questions from taxpayers, tax practitioners, agency personnel, consultants, local jurisdictions, local and county officials.
• Handles high volume of phone calls from internal and external customers. Assists callers with their tax accounts, information requests, and questions.
• Uses a mainframe or personal computer to maintain and update files and produce reports.
• Prepares documentation to justify actions and monitors accounts for completion and subsequent action.
• Performs file maintenance to set up, update, or correct taxpayer accounts. Submits leads for audit or examination when pertinent.
• Participates in special projects/assignments as assigned.
• Provides in-office coverage as assigned.
Prioritizes, plans, and organizes workload to timely respond to internal and external customers; document activities, correspondence, and results; and completes assignments and assigned tasks.
• Responds to internal and external customers within timelines established by division and Comptroller policies.
• Completes examinations accurately and within set turnaround times or deadlines.
• Initiates file maintenance and documents activities, correspondence, and taxpayer calls timely.
• Reviews assignments and prioritizes workload in accordance with section policies and procedures.
• Determines resources needed to perform compliance analysis.
• Identifies, determines and documents problems in system design, forms, workflow, policies and procedures and proposes action for improvement.
• May perform system testing. Learns and applies knowledge to work more critical and complex accounts.
• Assists with in-office support activities including, but not limited to, opening, researching, and logging mail, processing checks, and taking deposits to the bank.
• Assists callers with their tax accounts and questions and helps them get to the correct sections when applicable.
• May provide training to other team members or other divisions. Reviews assignment leads and performs research to determine best assignments to work.
• May prepare and conduct internal or external tax information seminars.
• May provide guidance/training to others.
• Participates in special projects/assignments as assigned. Performs other duties as assigned.
Travels occasionally to participate in special projects and attend mandatory training and/or meetings located in local and out of town locations that may require overnight stays.
