I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 3 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Under the direction of Director, Medicaid Technology Modernization, the Worker will oversee, coordinate, and perform project management for a portfolio of Medicaid Technology Modernization projects. The Worker is responsible for overseeing large-scale projects with significant information technology components and for driving the delivery of strategic and transformational change by providing leadership and direction to assigned projects. The Worker will develop and maintain high-level timelines for the assigned portfolio in coordination with cross functional teams, as well as a detailed timeline for each project, to include an integrated project schedule, when needed. The Worker will lead and facilitate meetings and report regularly to leadership on project status, including budget, scope, schedule, resources, issues, and risks in collaboration with the project team. The Worker will have knowledge and skill of both waterfall and agile project management methodologies.
The Worker will be responsible for delivering quality products that meet the state's desired operational and technical requirements. The Worker will have considerable latitude to use their experience and judgement to ensure successful completion of their assigned tasks. The Worker will be required to multi-task, analyze priorities, communicate clearly, and set expectations for the implementation of various Medicaid Technology Modernization efforts. The Worker will be responsible for communicating with multiple internal and external stakeholders including program and technical staff, and other contracted and vendor resources. The Worker will participate in meetings, track deliverables and schedules, and alert management of any issues that may impact the implementations.
The services to be provided include, but are not limited to the following:
. Provide overall leadership, guidance, and management of all aspects of the projects
B. Follow and ensure compliance with established project roles and responsibilities.
C. Identify and plan for needed resources.
D. Assist with developing and manage project timelines, including the sequence and cadence.
E. Develop, maintain, store and archive project plans, artifacts, and required documentation for each procurement project in the portfolio in coordination with the project team.
F. Serve as the primary point of contact for project communications and status reporting.
G. Coordinate stakeholder participation in project planning, execution, control, and closure, maximizing involvement during each.
H. Assist with contract management to ensure compliance with the statement of work requirements.
I. Perform risk management, to include identifying and documenting risks, and recommending and employing risk-mitigation strategies.
J. Documents action items and business decisions.
K. Facilitate meetings and/or presentation tasks as needed.
L. Manage schedules for deliverables as established. Monitor, manage, and report on the critical path dependencies between Modernization projects
M. Perform other duties as assigned as required to complete each project.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Experience in management of large-scale projects with significant technology components, including system integration, resource management, procurement transition and vendor management. 7 Required Experience overseeing the planning and execution of major projects, including facilitation and documentation of high-level critical path dependencies across multiple projects. 5 Required Demonstrated ability to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; and to plan, assign, and supervise the work of others. 5 Required Demonstrated ability to deliver projects on tight deadlines 5 Required Experience successfully leading meetings and facilitating discussion between multiple stakeholder groups, including vendors. 5 Required bility to establish project goals and objectives that support the State and HHS strategic plans as well as federal directives. 5 Required Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities. 5 Required Experience and judgment to plan and accomplish goals and independently perform a variety of complicated tasks; a wide degree of creativity and latitude is expected. 5 Required Excellent analytical, problem-solving, and coordination skills. 5 Required Excellent oral and written communication skills 5 Required Experience managing projects using Agile methodologies. 4 Preferred Experience with Medicaid Enterprise Systems, including Medicaid Management Information Systems (MMIS). 2 Preferred Experience with Texas Health and Human Services programs. 1 Preferred PMI ACP, PMI PMP, or SAFe Agile Certification
III. TERMS OF SERVICE
Services are expected to start 06/03/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 688 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 4601 W Guadalupe St, Austin, Texas 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE:
Services are expected to start on or around June 3, 2024 and are expected to completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 688 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION:
) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be 4601 W Guadalupe St, Austin, Texas 78751.
Position will be 4 days remote with 1 day (Tuesdays) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL ONLY.
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
