Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.
Position Overview
The Early Literacy Supports Project Manager will manage the development, implementation and application of the First-Third Supplementary Supports grant program for families of eligible students for the Department of Stakeholder Engagement and Systems and Field Supports in the Office of Special Populations and Student Supports (OSPSS). This statewide program promotes high expectations for all students with literacy tutoring supports and with parental choice. This new workstream will involve frequent and advanced consultative services with other offices within the agency to design, establish, and administer the program requirements and management of the tutoring accounts for eligible families.
This role collaborates with agency staff, service providers, schools, families, and other stakeholders. Key duties include providing advanced consultative and technical assistance, supporting the creation of program resources, evaluating program effectiveness, conducting quality assurance measures, reporting outcomes, developing and delivering training. The position operates with significant independence and initiative. This position may supervise other team members.
As business needs evolve, the responsibilities and focus of the Early Tutoring Supports Project Manager role may shift. This role calls for adaptability and a willingness to embrace change, with the assurance that any adjustments will remain within the scope of the job classification.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Technical Assistance and Consultative Support: Provide leadership and systems-level oversight for the First-Third Supplementary Supports grant, serving as the primary liaison and technical authority for families navigating the application process. Lead cross-functional coordination with agency leadership to identify and respond to emerging needs and ensure efficient service delivery. Cultivate and sustain collaborative partnerships with intra-agency teams, professional organizations, ESCs, LEAs, families, and communities to drive program design, implementation, and continuous improvement aligned with statewide priorities.
2. Application Coordination and Publication: Lead the management and cross-divisional coordination to design, implement, and continuously improve the First-Third Supplementary Supports grant program infrastructure. Lead the development and operationalization of the application system in collaboration with intra-agency colleagues, including TEA IT, Educator Support System Innovation, and data teams. Oversee funding allocation, monitoring, and compliance processes to ensure equitable access and accountability. Champion data-informed decision-making and systems integration to support statewide goals and statutory requirements.
3. Program and Account Management: Provide oversight and operational leadership for the review, approval, and assignment of accounts to families following eligibility determinations for the First-Third Supplementary Supports grant. Lead the development and dissemination of clear eligibility criteria, timelines, and decision protocols to stakeholders and applicants. Ensure transparent communication and responsive support, including the design and implementation of an appeals process that aligns with agency standards and statutory requirements.
4. Application Design and Data Infrastructure: Lead the design, development, and continuous improvement of standardized processes, data management systems, and the TEAL-based application supporting tutoring grant operations. Collaborate with TEA IT, Educator Support System Innovation, and data teams to ensure technical integrity, statutory compliance, and user-centered design. Oversee data governance and reporting protocols, ensuring the timely and accurate dissemination of program data to internal and external stakeholders.
Qualifications:
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Degree field(s): Education, Policy or related fields
• Experience: At least five (5) years of experience in public education, instructional design and intervention, education program administration or, in state agency/provider that operated parent choice tutoring programs
Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• An advanced degree with a focus K-12 education or project management is preferred
• Knowledge of local, state, and federal laws related to special education; of public administration and management techniques; of statistical analysis processes; and of program planning and implementation
• Highly skilled in a variety of technology tools and software applications (Microsoft Office Suite, Adobe, Xcel, InDesign, etc.); ability to create clear and visually appealing documents and tools for diverse stakeholders
• Strength in building and sustaining effective interpersonal working relationships with diverse colleagues and stakeholders in a fast-paced, results-oriented environment
• Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
• Highly organized; ability to manage multiple projects at once and meet deadlines
• Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze
• Excellent written, oral, and presentation communication skills
