Human Resources Manager III (3388)

Schedule: Full-time, Monday - Friday

This position is responsible for:

Manages and oversees all human resources functions under the Area Command; manages recruiting efforts; ensures effective administration of all HR policies, processes and compliance with state/federal laws; maintains and safeguards all personnel records; coordinates and conducts the new hire orientation and other approved training programs, working in collaboration with the Area Commanders, leadership, managers and supervisors; handles all employee relations issues, coordinating with DHQ HR, when needed ; assists legal counsel and Divisional Headquarters by serving as a liaison with all aspects of legal documentation including EEOC charges, subpoenas, civil suits, etc.; researches and provides routine status on turnover, absenteeism, terminations, etc., to the Area Commanders and other key personnel.

Key Responsibilities:

Supervisory Responsibilities (20%)

  • Plans, directs, and supervises the work of direct reports; conducts performance evaluations and provides hiring/firing recommendations; may train Corps HR staff in human resources processes and functions.
  • Manages the day-to-day operations of the Human Resource Department of the Area Command including monitoring the budget for positions and monitoring salaries in accordance with Labor Distribution.
Consultation and Employee Relations Responsibilities (35%)
  • Works closely with management and employees to improve work relationships, build morale and increase productivity and retention.
  • Manages and resolves complex employee relations issues; conducts effective investigations, as needed.
  • Provides direct and/or indirect oversight to the Corps on proper human resource practices including but not limited to policies and procedures, employee files and record maintenance, and employment law and best practices; relays such using the diplomacy and tact appropriate for the individual contact.
Training and Development Responsibilities (35%)
  • Oversee and evaluate all human resources programs within Area Command which may include, but is not limited to, recruitment, compensation, etc.; ensures all current and proposed training programs are aligned to the goals of the organization.
Liaison Responsibilities (10%)
  • Maintains an in-depth knowledge of legal requirements related to day-today management of employees, reducing risks and ensuring compliance. Assists legal counsel and Divisional Headquarters by serving as a liaison with all aspects of legal documentation including EEOC charges, subpoenas, civil suits, etc.
Physical Requirements and Working Conditions:
  • Ability to meet attendance requirements.
  • Ability to read, write, and communicate effectively in the English language effectively.
  • Ability to perform both routine and complex mathematical calculations.
  • Ability to type and operate a personal computer as well as general office equipment.
  • Ability to perform all duties with an understanding of the mission, ministry, philosophy, culture, and protocol of The Salvation Army and conducts all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
  • Ability to travel when needed to accomplish assigned job duties.
  • Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
  • Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.).
  • Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

Education and Experience:

Bachelor's degree from an accredited college or university in Human Resources, Business/Public Administration or a related field,

AND

five years progressively responsible experience working in human resources management with at least two years in a supervisory capacity required. Experience working in a non-profit organization is preferred, but not required.

OR

any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Licenses and Certifications:

Valid State Driver License

PHR or SPHR (preferred)
