Payroll Processor
Ensures the accurate and efficient processing of the City payroll, documentation of payroll procedures, and administration of the City's time entry system. Provides other administrative services for the Finance Division.

Essential duties and responsibilities may include, but are not limited to, the following:
- Completes bi-weekly payroll collecting, analyzing, reporting, and reconciling timesheets, distributing checks and processing the direct deposit file to the bank.
- Ensures timely payment of payroll taxes and timely filing of payroll-related records and files, ensuring their accuracy and security of hard copy and electronic form.
- Prepare all related payroll reports including tax deposits, quarterly reports, and W2's.
- Research and identify necessary payroll adjustments; reconcile and correct reported W-2 wages and withholdings, as applicable.
- Administers the City's automated time entry systems, setting up proper authorization levels to ensure compliance with City policy and legal requirements.
- Prepare regular and special reports for payroll and employee-related information as scheduled or requested by other Departments.
- Monitor Jira inbox for Workday pay request questions or changes.
- Software testing of new time tracking or payroll components, open enrollment changes and deductions, or other new functionality.
- Monitor payroll email Inbox and respond to questions/concerns in a timely manner.
- Prepare backup for payment of payroll related items to outside agencies.
- Acts as liaison between Payroll and Human Resources.
- Aids supervisors on timesheet/pay practice related issues.
- Assists employees with payroll related issues including clarification of checks and special deduction situations.
- Provides quality customer service to City staff, the general public and all other work contacts.
- Assist with year end audit requests.
- Participate in required payroll training and payroll testing per system requirements.
- Performs other duties as assigned.
Minimum Qualifications:
Education, training and Experience Guidelines
Associates Degree in Accounting or Business preferred. Three years (3) of full-time work experience processing payroll. Payroll experience may substitute for education up to two (2) years. CPP Preferred
Knowledge of:
- Payroll procedures
- Governmental accounting principles and methods
- Personnel policies, procedures, and benefits as they relate to payroll and Human Resources
- FLSA, IRS, and other applicable federal, state and local laws
- Workday software a plus
Skill in:
- Interpreting, documenting, and applying payroll preparation and record keeping procedures.
- Establishing effective working relationships.
- Communicating effectively, both orally and in writing.
- Using the computer and financial software to produce spreadsheets, to track and record information and produce other financial documents.
- Operating a calculator by touch and a computer; general knowledge of benefits administration.
- Applying solid mathematical skills required to reconcile accounts and perform accounting calculations.
- Reading technical computer manuals, memoranda, memoranda, and payroll documentation, including IRS directives, governmental and legal guidelines
- Writing memoranda, preparing payroll reports; drafting documents related to policy changes
- Performing mathematical calculations related to payroll, verifying totals, and reconciling differences
- Understanding, interpreting, and applying payroll procedures and personnel policies relating to payroll and benefits administration; analyzing data
- Strong customer service skills
Licenses and Certification Requirements
Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history upon contingent offer.

Hiring Range: $23.44 - $29.36, hourly.
